pnpm 12.0 ships the Rust rewrite as stable

Commands, flags, settings, and the lockfile format carry over from pnpm 11, and the release reports byte-identical lockfiles for cyclic dependency graphs. Registry revisions, which let a patched artifact replace a published version without a version bump, ship in pnpm 11.25 as well.
Why it matters: The npm latest tag still points at the pnpm 11 line, so the upgrade is pnpm self-update next-12, and Homebrew, winget, Scoop, and Chocolatey do not carry pnpm 12 yet.
